Regulation changes

As we roll into 2024, the Division of Oil and Public Safety (OPS) is inviting all stakeholders to the following virtual meetings to discuss revising the Amusement Rides and Devices Regulations.

The Amusement Rides and Devices Regulations have existed since 2008, and the current version has been in effect since July 15, 2019. Almost 5 years later, OPS is looking forward to including as many stakeholders as possible in this update process. Please note that the information shared in each meeting will differ. If you are not able to attend and want your perspective heard, please contact Leslie Sohl, Program Manager. Your feedback, whether at a meeting or after a meeting, is always welcome. And yes - you can attend some and not all of the meetings.

Who should attend - Are you a stakeholder? 

Anyone interested in the Amusement industry or beholden to the Amusement Rides and Devices Regulations is considered a stakeholder. You are welcome to invite colleagues to these meetings as well.

What will be covered at each meeting? 

The January meeting will be an opportunity to meet the OPS staff and hear about the types of changes planned for 2024, as well as a brief summary of the rulemaking process. The February, March, and April meetings will include looking at redlined copies of the regulations with proposed changes and gathering feedback from attendees.

When will the revisions take effect?

A public hearing will have to be scheduled after the final stakeholder meeting in April. This hearing will be in person (no remote attendance option) at our office on the 5th floor, at 633 17th St in Denver. Stakeholders are welcome to attend. The hearing has not been formally scheduled, although we are aiming for mid-May. Our goal is to have an effective date on or after July 1, 2024. The OPS Amusement Rides and Devices staff are planning to attend and present at both the AIMS International Safety Seminar in Florida (January 7-12, 2024) and the Annual International ACCT Conference and Exposition in Oklahoma (February 20-25, 2024). Please reach out to us if you plan to attend and want to connect in person!

Safety Notices

OPS was sent the following information - please review and act if applicable.

Petzl Astro and Canyon Guide Harnesses: This article is a Request for inspection of ASTRO and CANYON GUIDE harnesses following the detection of a defect on the gated opening attachment point of an ASTRO harness. The article states, "Due to the risk of unintentional opening of this attachment point, which could result in a life-threatening situation, we ask you to stop any use of these harnesses and to carry out immediately the following inspection."

ISC UltraLink: Safety Notice/Product Recall: This notice states, “Due to the risk of unintentional opening of the device, which could result in a life-threatening situation, we are issuing this notice instructing users to stop using their device.” Read the entire article for details and next steps.
