2026 ACCT 03-202X Public Review Period

Public Review Period: April 17, 2026 to 11:59 pm MDT on June 1, 2026

Project Need: Revise standards to enhance consistency in terminology, structure, and application, with integration of evolving industry practices and technological developments.

Purpose of Public Review: The purpose of the Public Review is to provide an opportunity for directly and materially affected parties to review and comment on the proposed American National Standard.

In accordance with the American National Standards Institute Essential Requirements: “Participation shall be open to all persons who are directly and materially affected…”

Public Review is a critical component of ANSI due process and is intended to ensure:

  • Openness and transparency
  • Consideration of all views and objections
  • Development of consensus

Goal of the Public Review: The goal is not unanimity, but consensus, defined by ANSI as “Substantial agreement… more than a simple majority, but not necessarily unanimity.” Constructive, well-supported comments (a) improve the quality of the standard, and (b) support a fair and effective consensus process.

Guidance on Effective Comments: While all timely comments will be reviewed and responded to in accordance with ANSI Essential Requirements and ACCT’s Accredited Procedures, comments that provide specific substantiation allow more effective evaluation of your concerns.

To ensure your feedback is actionable, commenters are encouraged to provide:

  • Specific Reference: Reference to the Chapter, Section, and Clause.
  • Clear Description: A concise statement of the concern.
  • Technical Justification: Supporting rationale or data for the proposed change.
  • Alternative Language: Proposed "track-changed" text to resolve the concern.

Note on General Comments: Comments that offer general support or opposition without technical rationale, or comments not related to the specific revisions under consideration, will still be processed. However, providing the details listed above ensures full consideration of the technical merit of your position. All commenters will receive a written disposition and notification of their procedural right to appeal.

Examples of comments that may be considered incomplete include:

  • General statements of support or opposition without explanation
  • Comments lacking a specific reference to the text
  • Comments that do not include a rationale or supporting information
  • Comments submitted for purposes unrelated to improving the technical content, clarity, or usability of the standard

Types of Comments: All comments submitted during the public review period are categorized to ensure they receive the appropriate level of consideration. Commenters are encouraged to identify the nature of their feedback using the following categories:

Substantive Comments. These address the technical requirements, safety specifications, or the scope of the standard. A comment is considered substantive if it proposes a change that affects the application of the requirement.

    • Examples: Proposing a change to a "shall" statement, modifying a technical safety factor, or adding a new performance requirement.
    • Impact: If accepted, these changes may require a recirculation.

Editorial Comments. These focus on improving the document’s clarity, grammar, or formatting without altering the underlying technical intent.

    • Examples: Correcting a typo, renumbering for consistency, or rephrasing a sentence for better readability.
    • Impact: These are typically incorporated immediately and do not require a formal re-ballot.

Procedural Comments. These address the "due process" of the standards-development cycle rather than the technical content.

    • Examples: Concerns regarding the balance of interest category groups on the Consensus Body or the availability of review materials.
    • Impact: These ensure that ACCT maintains its status as an ANSI Accredited Standards Developer by adhering to fair and open procedures.

General Comments. These are broad statements regarding the draft that do not target a specific technical clause.

    • Examples: Overall statements of support, opposition based on economic impact, or general feedback on the "readability" of a new chapter.
    • Impact: While reviewed and acknowledged, these are most effective when tied to a specific technical rationale or a proposed alternative.

Non-Germane (Out-of-Scope) Comments. These are suggestions or objections that are not related to the specific sections currently under revision in this project (BSR/ACCT 03-202X).

    • Impact: These will not be incorporated into the current draft but will be formally recorded and held for consideration during the next scheduled revision cycle or as a proposal for a new project.

EXPLANATORY MATERIALS

Explanatory materials (including explanatory notes, annexes, and definitions) which have previously been published alongside the American National Standard (ANS) are available in a separate document. Explanatory materials are not part of the American National Standard, have not been processed in accordance with ANSI requirements, and are not subject to public review or consensus for this action. As such, explanatory materials do not contain requirements necessary for conformance to the standard. 

Rationale for select revisions proposed in the draft standard are included in the Explanatory Materials Document. This summary is not exhaustive but is intended to provide clarity on key changes. The inclusion of this information is for explanatory purposes only and is not intended to create additional requirements, interpretations, or obligations beyond those contained in this draft standard.
